A couple of days ago, we reported that the man who caused the scary bus accident February 10th was missing after bonding out.  Today we are happy to report he has been apprehended, and without incident.  We've also learned why the police wanted him again, and we're glad he's off the streets.

Tuesday, we learned James Frank Surrett, was taken into custody just after 7pm Monday night by the US Marshal Service Task Force at a Cedar Rapids Motel, according to the Linn County Sheriff's Office.  The Marshals were assisted by the the sheriff’s office, Iowa Division of Criminal Investigation, and Cedar Rapids Police Department.  He was arrested on a warrant of Driving While Barred, Felony Attempt to Allude, Penalty Enhanced Possession of a Controlled Substance, and Possession of Drug Paraphernalia.

What we also learned however, is that sometime after he bonded out of jail on Feb. 12th, he allegedly held a woman against her will for 20 hours.  During this time, according to the criminal complaint, he is accused of grabbing the victim by the hair, hitting her face, possibly injecting her with a substance believed to be drugs, and then taking her car without permission. He's also suspected of threatening to kill her. As such, he was additionally charged with Kidnapping in the 2nd degree, which was later amended by the Linn County Attorney's Office to be three charges for lesser counts of false imprisonment, assault causing injury, and vehicle theft.

Bond is set at $15,000 for the initial charges, and another $20,000 for these newer charges.

According to online records and the criminal complaint, Surrett has quite a criminal history, with prior convictions for meth and cocaine possession, intent to manufacture meth, and aiding and abetting the manufacturing of meth.  He had also previously been convicted of assaulting a peace office, and violation of parole.

We're just happy to hear a guy like this is officially off the streets.  It'll help us sleep a little better.
