The warning begins at 1 AM Monday and continues until 4 PM Monday. (see warning map below)

From the National Weather Service in Des Moines: 

Northern Iowa will see snow accumulations top 6 inches with areas along portions of the Iowa/Minnesota border around 8 to 9 inches.

The heaviest snow will fall between midnight and noon Monday. Snow rates are expected to exceed 1.5 inches per hour at times over northern Iowa. Visibility may lower to 1/2 mile or less at times.

As of 4PM Sunday: the NWS says that the snow should begin to fall after 2 AM Monday, and could be mixed with rain. It will become all snow around lunch time on Monday. Winds could gust near 40 MPH.

Depending on when the rain transitions to snow, the NWS says that the Waterloo-area can expect total accumulations anywhere from 4-9" of snow.

The record amount of snow to fall on March 15th in Waterloo is 9.5." That record was set in 1923 and I think it's safe that record will hold.

However, it's quite likely that after this storm system rolls through, it will be the second-most snow to ever fall on March 15th as that amount currently sits at just 2" in 1913. So, yes, it's rather rare to get this amount of snow on March 15th in Waterloo.
